From the storehouse's side of the counter, the two are identical. The sin named is withholding from the Lord His own property — the treasury not receiving what belongs to God. Whether it stays in your pocket or is rerouted to a ministry you prefer, the storehouse still did not receive it. Redirecting is simply withholding with a forwarding address — and "no tithe until leaders comply" is not returning at all, but a condition attached to God's own property.

Some now sharpen the claim into a taxonomy: keeping the tithe for yourself is condemned, they say, but returning it somewhere else is still returning. But “return” is defined by the destination, not by the letting-go. A letter mailed with sincere intent to the wrong address was not delivered; rent paid to a neighbor instead of the landlord was not paid; and a tithe that never reaches the place God named was not returned, however worthy the place it reached. The tenth is the LORD's — that is ownership language — and the Owner, not the courier, sets the address. Notice too the condition that usually rides along: until the leadership repents. A payment held back pending the other party's performance is the very definition of leverage — and using God's own property as leverage against God's own house is precisely what Malachi refuses to dignify as reform. He calls it by a shorter word.

“Dare any one, because of this, withhold from the treasury, and brave the curse of God? I dare not. I pay my tithes gladly and freely.”— Special Testimonies, Series A, No. 1, pp. 27-28

The reframe has one more form: “I am still returning the tenth to God — just through a ministry I trust.” The Spirit of Prophecy answers that exact sentence, clause by clause. The giver applying the tithe as he sees fit, sincerely, to what he regards as the Lord's work, is the very person she says has no such liberty:

“The portion that God has reserved for Himself is not to be diverted to any other purpose than that which He has specified. Let none feel at liberty to retain their tithe, to use according to their own judgment. They are not to use it for themselves in an emergency, nor to apply it as they see fit, even in what they may regard as the Lord's work.”— Testimonies for the Church, vol. 9, p. 247

And she anticipated the strongest version — that the receiving ministry is genuinely good. Good, she says, is not the test; the appointed object is:

“I am bidden to tell them that they are making a mistake in applying the tithe to various objects which, though good in themselves, are not the object to which the Lord has said that the tithe should be applied. Those who make this use of the tithe are departing from the Lord's arrangement. God will judge for these things.”— Testimonies for the Church, vol. 9, p. 248
