God always names the recipient of the tithe. The administration (polity) may change, but the direction remains: to the house of God, for the support of God’s work. Follow the Scripture. Let polity handle the plumbing.

Corruption in the handling has never released the giver from the returning. Our duty is to obey God’s direction and to correct His house from within; His is to judge the ones who err. Scripture faced this exact question — and answered it.
